The town is divided into five zones, each ruled by a predatory Boss from a saloon that serves as their headquarters and a “safe haven” from inter-syndicate warfare.
- China Town (The Tong): Ruled by the brilliant and greedy Teng Zedong, this zone is the town’s most luxurious destination, offering fine food, gambling, and a monopoly on opium.
- Little Mexico: Led by the murderous outlaw “El Capitán” Rodrigo, this syndicate operates from the Cantina del Diablo, trading in loyalty and life while utilizing “soul capture” to control its wretched followers.
- The Syndicate of Shadows: From the elegant and secretive Gilded Lily, Madame Vane manages a commerce of “information and secrets,” utilizing a network of spies, assassins, and интеллектуа courtesans.
